Port GetAuthTokenFunction's calls to obtain access tokens to occur via Identity Service

Project Member Reported by blundell@chromium.org, Jun 5 2017

Issue description

GetAuthTokenFunction currently calls ProfileOAuth2TokenService directly to obtain access tokens. It should instead call the Identity Service for this purpose.

Update: The remaining work here is ChromeOS-specific: It calls PO2TS::StartRequestForClient(). Porting this call is relatively low-priority as this is the one usage of that API in the entire codebase. Moreover, it will be a little tricky to figure out how to test as we have to figure out how to exercise the forced app mode flow in which this call is occurring.
