Add ability to manipulate Identity Service state for test purposes |

Issue descriptionMany tests currently manipulate the state of ProfileOAuth2TokenService and SigninManager in order to simulate e.g. the user signing in or the user receiving a refresh token. We need to figure out how to support these use cases without the tests needing to directly access these classes, which will become part of the Identity Service internal implementation over time.
