Identity Service: Determine long-time home of the isExtensionsMultiAccount() switch

Issue description

This switch is used only by the identity extensions API implementation, and thus would ideally be purely client-side code. However, its definition depends on whether account consistency is enabled, which is a property that the signin code uses internally. Does this switch (and other switches such as the switch defining whether account consistency is enabled) belong in Identity Service client library code long-term?
