What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > Navigate to 'Connect to Network' screen
(2)Try to Connect to any Wi-Fi network and observe unable to connect to selected Wi-Fi network (Please refer Video)

Expected: Should be able to connect to Wi-Fi immediately after entering correct password 
Actual: Instead Unable to connect to Wi-Fi

This is Regression Issue as same is working fine for 60.0.3112.10/9592.8.0 dev-channel Daisy
