What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > Navigates to 'Connect to Network' screen
(2)Connect to any Wi-Fi network -> Now observe navigation to EULA screen is seen immediately after connecting to Wi-Fi Network (Please refer Video)

Expected: After connecting to Wi-Fi Network screen should not navigate to EULA until we click on 'Next' Button 
Actual: Instead  Navigation to EULA screen is seen immediately after connecting to Wi-Fi Network

This is Regression Issue as same is working fine for 57.0.2987.146/9202.64.2 Candy
