Regression: Misalignment of ‘Sign in promo/bubble’ of extension is seen in Harmony

Chrome Version:59.0.3071.86 (Official Build) fcbc16eadeff40b48fbd6b4694fb8487aededbc2-refs/branch-heads/3071@{#740} 64 bit
OS: Mac (10.11.6,10.12.3)

Precondition: Enable 'secondary-ui-md' flag.

What steps will reproduce the problem?
1. Launch chrome and navigate to https://chrome.google.com/webstore/detail/grammarly-for-chrome/kbfnbcaeplbcioakkpcpgfkobkghlhen/related
2. Click on ‘Add to chrome’ button and observe ‘Sign in promo/bubble’ of extension

Actual:Misalignment of ‘Sign in promo/bubble’ of extension is seen.
Expected:Misalignment should not be seen.

This is regression issue, broken in ‘M 59’ and below is manual bisect:
Good build:59.0.3040.0(456313)
Bad build:59.0.3041.0(456562)

Note: Issue is not seen on Windows and Linux OS.
