Regression : Grey focus highlight stays on more options icon of downloaded file in download bar.

What steps will reproduce the problem?
1. Launch chrome, navigate to above url
2. Now right click to open context menu and click on 'Save as' to save the page
3. Now click on more options icon on downloaded file several times and keep options list open and then open NTP,observe

Actual: Grey focus highlight stays on more options icon even after other activity is performed
Expected: Grey focus highlight on more options icon should disappear when other activity is performed

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2913.0
Bad build: 56.0.2914.0

Note : Issue is not seen on Mac And Linux OS.

Bad build:56.0.2914.0 (Revision:430837).

You are probably looking for a change made after 430489 (known good), but no later than 430490 (first known bad).

Note :Able to reproduce the issue in Win 10.0 and not in Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3119.0
