URL in omnibox doesn't change according to the page under Guest mode.

Issue descriptionChrome Version: 59.0.3071.86 (Official Build)fcbc16eadeff40b48fbd6b4694fb8487aededbc2-refs/branch-heads/3071@{#740} 32/64-bit. OS: Windows (7,8,10), Mac (10.11.6, 10.12.3), Linux (14.04 LTS). What steps will reproduce the problem? 1. Launch chrome and open Guest browser window from profile bubble (At top RHS). 2. Now, type chrome://settings/languages in omnibox, press 'Enter' key and observe. Unnecessary it displayed chrome://settings/languages in omnibox instead of chrome://settings. Only chrome://settings should be seen in omnibox instead of chrome://settings/languages. This is a non-regression issue, seen from M-54 series. Kindly review the attached screen-cast for reference.
