Issue descriptionVersion: 61.0.3119.0 177b9b934d8398dfb0d17b88fd9ff00f3291cca5-refs/heads/master@{#476838} OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3) What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings/importData 2. Now press 'Ctrl + +' to zoom in the page upto 300% and then zoom out to 250% and observe at the bottom of import bookmarks and settings overlay Actual: Unwanted horizontal scroll bar is seen at the bottom of import bookmarks and settings overlay Expected: Unwanted horizontal scroll bar should not be seen at the bottom of import bookmarks and settings overlay This is regression issue, broken in ‘M 60’ and will soon update other info : Good build:60.0.3086.0 Bad build: 60.0.3088.0

I was able to reproduce the bug but the horizontal scroll-bar goes away as soon as I scroll the body. Seems like a blink rendering bug? Either way, given how edge the repro case, changing this to a P3 unless someone disagrees.
