dragstart does not fire when the shiftKey is held

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1. Make an element draggable; 2. Drag element normally without any modifier key as an initial test; "dragstart" fires. 3. Use shift+click (in Chrome only) and no "dragstart" event fires. What is the expected behavior? The "dragstart" event fires and the element is draggable, even if the shift key is held down. It works as expected in Firefox and Opera - not tested in Safari. What went wrong? When the shift key is pressed, the element is not draggable and no drag events are fired. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 58.0.3029.110 Channel: stable OS Version: 10.0 Flash Version: N/A I think this used to work... I found https://bugs.chromium.org/p/chromium/issues/detail?id=413839 reporting issues with modifier keys in Linux.

I think this duplicates issue 646339 ? I had a first pass on it, but thought pwnall@ would take over. If this is not the case, I can try to help fixing it.
