Leaving fullscreen breaks chrome home url bar

Issue description

Chrome Version: 61.0.3118.0
OS: Android 7

What steps will reproduce the problem?
(1) Enable chrome home by going to about:flags and making "Chrome Home" enabled. Restart browser.
(2) Visit https://www.reddit.com/r/videos/comments/5iyjwk/fans_at_a_hockey_game_go_crazy_for_a_little_kid/
(3) Play the video, and click the fullscreen button
(4) Try to exit fullscreen (notice the buttons don't work), hit the back button and notice the url bar is permanently gone.

This affects all fullscreen videos for me.

What is the expected result?
Entering and exiting fullscreen should not break the url bar.

This also affects top controls. In the attached screenshot, the toolbar is not mid-scroll, that is the default position. The bottom of the page is also cut off.

Also worth noting is that the previous tab I had open is now missing.

Now this bug only applies when the FullscreenActivity feature is manually enabled.

Is PiP shipping in M61 (or below)? If so, can we please get this fixed for M61 to unblock more Chrome Home experimentation?
twellington@, PIP is shipping but the FullscreenActivity isn't (see comment #6).
