macOS Speech -> Start Speaking doesn't make a sound

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: (Start Chrome by doing /Applications/Google\ Chrome.app/Contents/MacOS/Google\ Chrome --user-data-dir=/tmp/gc/ ) 1. Go to http://example.com/ . 2. Highlight the text "Example Domain" 3. Press the right mouse button and select Speech -> Start Speaking . What is the expected behavior? Speakers to say "Example Domain" aloud. What went wrong? No sound was made. Did this work before? N/A Chrome version: 58.0.3029.110 Channel: stable OS Version: OS X 10.12.5 Flash Version: The same problem occurs if you go to Edit -> Speech -> Start Speaking. Performing the above in Safari correctly speaks the text. I think in the mists of time this used to work but I can't remember when. If in Accessibility | Speech you have the Option-Escape shortcut set to "Speak selected text when the key is pressed" then you will correctly hear the text being read.

Looks like the regression was fixed in M60 and cherry-picked to M59, but that means we went about two releases without knowing it had broken. lindsayw@ - I can't think of a good way to automate testing this. Unfortunately this was not applied to SpeakText() call inside RenderWidgetHostViewMac and furthermore, the local variable |selected_text_| was not removed from the view.
