DevTools does not record network log

Reported by rene.hic...@gmx.at, Jun 4 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3119.0 Safari/537.36

Steps to reproduce the problem:
1. Go to any website with Chrome Canary (61.0.3119.0)
2. Open DevTools
3. Go to Network tab
4. Make sure the button in the top left corner of DevTools is red (recording)
5. Reload the website you are on with F5

What is the expected behavior?
When the website is loading, a list of requests made should appear, along with URL, http headers, response and so on.

What went wrong?
The list stays empty, but the page loaded successfully.

Did this work before? Yes Chrome 59

Chrome version: 61.0.3119.0 Channel: canary
