Drag-n-dropping images to tabs from local filesystem doesn't open all all images as tabs

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Select multiple .jpgs on OS X Finder
2. Drag n' drop the selected images tabs in Chrome
3. Notice the randomly varying subset number of images that will be opened as new tabs to browser
4. Repeat and notice the amount of files is different

What is the expected behavior?
All of the selected images Drag n' dropped from the Finder should open a new tab, one per file

What went wrong?
Browser seems to lose some random % of the images when Drag n' dropping files

I'm able to reproduce something similar, except for me only 1 of the images will open (this is dropping it directly onto the current page). However, if you drag the images to the tab strip, where a little arrow will appear, it will sometimes work and sometimes forget a few images as described in your bug. I've attached a screen recording of what happens, can you confirm you've been dragging it to the tab strip to open them?

It seems to always not work if I've only got 1 tab in the window.

This is exactly the same as in the video, I dragged those images to same spot after the tabs.
