Percentages are calculated wrong in SVG transform CSS property

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Open the attached transform-testcase.svg
2. Observe the position of the blue rectangles, they should be close to the middle line.

What is the expected behavior?
The blue rectangles should be close to the middle line. The blue one on the right side of the line, the aqua colored at the center. The rectangles should follow the line if the browser window is resized.

What went wrong?
The rectangles are on the left side and don’t respond if the browser window is resized.

Did this work before? No 

Does this work in other browsers? No
 Firefox can display test test case correctly.
