Downloading file causes tab with SSL panel open to be non-interactive

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Open website
2. Open devtools and goto security pane
3. Click view certificate
4. Start a download

What is the expected behavior?
I could click "Ok" to close the certificate panel at the top and for me to still be able to interact with elements on the page/dev tools.

What went wrong?
The tab with the cert open stops accepting input once the download bar opens.

I believe it's caused by the download bar as once I close the download bar from another tab the tab with the cert starts accepting input again.
Components: UI>Browser>Downloads Platform>Apps>DevTools

Is this still happening to you? I think it may have been fixed by one of a few changes. If not, please post a screen recording if you can. I tried to trigger this and couldn't :).

I think this has the same root cause as  issue 781570 , and is fixed.
