Header judder when nav bar changes height

Issue description

Steps to repro on Mac:
1) Go to http://examples.yourdictionary.com/examples-of-core-values.html
2) Start scrolling down slowly
3) The site hides the blue portion of the navbar after a certain scroll offset. A judder will be observed between the transition.

I suspect this is probably a scroll anchoring suppression failure with SANACLAP, in which case this may be a WontFix.
