Dancing omnibox

Chrome Version: 61.0.3118.0 (Official Build) canary (32-bit)
OS: Android (Nexus 6P)

What steps will reproduce the problem?
(1) With Chrome Home enabled, go to https://godoc.org/github.com/golang/geo
(2) Try scrolling; page doesn't scroll
(3) Notice the bottom bar shifting vertically

If you swipe hard enough, it is possible to make the toolbar completely disappear. This will be fixed when the toolbar can be pulled up from the bottom of the screen ( crbug.com/713906 ).
