Feature request: Fallback implementation

Reported by tibormar...@gmail.com, Jun 3 2017

Issue description

UserAgent: Mozilla/5.0 (iPad; CPU OS 10_3_2 like Mac OS X) AppleWebKit/603.2.4 (KHTML, like Gecko) Version/10.0 Mobile/14F89 Safari/602.1

Steps to reproduce the problem:
I’d like to emulate features as “not supported” (e. g. CSS grid).

What is the expected behavior?
The browser should act as if he doesnt support this feature, e. g. render the site as a browser without display: grid would do.
Fallbacks could be tested / implemented easier this way.

What went wrong?
Not implemented yet

Did this work before? N/A

Chrome version: 59 Channel: stable
OS Version: 10.3

@lushnikov - what do you think about this feature request? I assigned it to you b/c it seems like this is mostly about Elements panel work.

I'd recommend using old versions of chrome instead that don't support the feature.

Implementing this requires a great engineering effort; I don't think it worth it given the alternatives are viable.
