[MD settings] some iron-list action menus moved left

in chrome://settings/onStartup and chrome://settings/searchEngines
the 3-dot/action-menu buttons are a little further from the end than they should be. This is from a hack I recently need to fix a worse problem. This bug is to follow-up and address the deeper issue (and remove the hack).

Alan (bettes@) decided in today's UX meeting that the indented 3-dot icons were fine as-is. So I'm marking this wontFix.
