V59 Windows resizing issues - no horizontal scrollbar

Steps to reproduce the problem:
1.https://productforums.google.com/forum/#!forum/chromebook-central 
2. resize window to smaller than full screen
3. no horizontal scrollbar and contents do not minimize but are cut off on right

4. https://drive.google.com/drive/my-drive
5. no horizontal scrollbar - right side file size is not seen

What is the expected behavior?
All window content is resized or a horizontal scrollbar is seen

What went wrong?
See what is the expected behavior

Chrome version: 59.0.3071.82  Channel: beta
OS Version: 9460.57.0
Flash Version: 26.0.0.102 /opt/google/chrome/pepper/libpepflashplayer.so

Components: -UI Blink>Layout>Scrollbars
Either an issue in scrollbars or chromebook central itself.

Look at drive.google.com in full size window > right side shows file size
Small Drive window #1 - it does not show files size and there's no horizontal scroll bar 
Smaller Drive window #2 - there's a scroll bar but it does not scroll far enough to show files size
