When transitioning to a fullscreen overlay, there is a visible flash on screen (using a pre-M Nexus 7 device).

After recording the flash and observing it in slow motion, it appears that when we transition to using overlays, the video is displayed at position [0,0] for a few frames (possibly only a single frame). The overlay then receives a call to ScheduleOverlayPlane and is properly centered afterwards.
