On improved PWAs, when user receives push notification, an icon should appears over the PWA's icon.

We don't currently support this feature, but we're hoping to enable it for Android O users using notification channels with explicit badging. It'll likely have to be an opt-in by the developer as badging by default is not appropriate for every app, although notification channels enable users to override it at their discretion. You can follow Issue 685159 (I just made it public) to follow progress. Sorry for the confusion!
