[WebPayments] Choose appropriate initial focus target for each sheet

We currently have logic for editors which focuses the first empty field when the editor is opened. We need similar behavior for the sheets which are composed entirely of rows and buttons.

Will need UX input on where initial focus should appear.

Trying to keep all bugs assigned to avoid losing track of tasks. The assigned owner is not necessarily the person who will perform the work, but it is the best person to ask questions about this issue.
