Hardware overlay support broken on latest Kevin Canary/Dev

Android apps no longer get hardware overlays, even when the surfaces meet the necessary requirements. 

Broken on 61.0.3117.0
Broken on 60.0.3107.0

I'll try bisecting and find the last version that worked.

Doesn't reproduce after powerwash. Will re-open if I get into that state again.
