Chrome internal red banner is alarming. |

Issue descriptionThe internal Chrome code review PolyGerrit page shows a red banner at the top and bottom. Big swaths of red evoke a state of alarm! Something's wrong! I'm used to seeing this with things like Waterfall banners if the tree is closed, or warning labels telling me to make sure I mean to go to a page known to host malware. Could we maybe back off the redness a bit and use something less alarming to indicate the internal nature of the site? Ideas: - 2px red border around the entire page. - Use chrome logo, maybe w/ word "INTERNAL" bolded.

Removing Milestone-Afterglow, as it has ceased to have meaning. More refined milestones may be added back in the near future.
