Implement a feature allowing to subscribe to a set of tests

Add a feature to the Flakiness Surface, where developer can search for test results using omnibox on test-resuls.appspot.com/flakiness and then subscribe to the results of this search. When subscribed, the developer will be notified when another test becomes flaky or it flakiness increases/decreases by a given percentage.
