Network panel missing everything (except sockets) in Canary

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3118.0 Safari/537.36

Steps to reproduce the problem:
1. go to google.com
2. open devtools network panel
3. refresh

What is the expected behavior?
Network requests appear

What went wrong?
Entirely blank (see attachment).

Note that I was able to work around, by clicking "hide data urls" and then unchecking the same box - it made the requests appear.

Confirmed on V 61.0.3119.0 as well.

Also on this build, first run when opening DevTools the Network panel is completely blank. Until I reopen after toggling a network setting in the main DevTools settings area. Then the upper UX appears for the data url toggle trick to work to actually see data.

I don't remember who is overseeing the Network panel. Assigning to Pavel to forward along.

DevTools Inception console shows "TypeError: NetworkPriorities.uiLabelForPriority is not a function" for the error. Looking at the recent commit history it looks like a commit two days ago [1] is the source.

Assigning to Chen William to triage further since their commit is suspected currently.

DevTools: fix BUILD.gn for network_priorities_module

My previous CL https://codereview.chromium.org/2915883002/ accidentally
broke Network panel.

I manually tweaked something (after running the script transformation)
which broke it.

As a follow-up, I'll create an invariant check to avoid these types of
mistakes ( crbug.com/729646 ).
