Chromium does not respect drag distance from OS (KDE)

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Open the configuration utility for mouse under KDE, set "Drag distance start" to a large value. 
2. Verify the new value works under OS.
3. Reboot just for fun
4. Open Chromium
5. Drag anything

What is the expected behavior?
The drag should start after the specified pixel distance is reached.

What went wrong?
Drag starts almost instantly, there is a few pixels leeway, but not nearly enough for comfortable use.

davidp2004@: Could you please confirm if this is still an issue on the latest stable(61.0.3163.100) as well?

Note: Don't have Arch Linux set up available to test and confirm this as of now.
