Regression: Text & icon within permission bubble is misplaced after enabling #secondary-ui-md flag.

Chrome Version:61.0.3118.0 (Official Build)Revision e7b341c528a738a53a71ce8f3090f82805557dcc-refs/heads/master@{#476500} (64-bit)
OS: Mac (10.12.3,10.11.6),Windows(7,8,8.1,10), Linux(14.04 LTS)

Pre-condition: Enable #secondary-ui-md flag

What steps will reproduce the problem?
1. Launch chrome and navigate to https://permission.site/
2. Click on ‘MIDI’ button or ‘Microphone’ button and observe.

Actual: Text & icon within permission bubble is misplaced.
Expected: Text & icon should be on proper place/position within bubble.

This is regression issue, broken in ‘M 61’ and below is manual bisect:
Good build:61.0.3116.0(475722)
Bad build:61.0.3117.0 (476123)

Able to reproduce the issue and below are the details obtained from pr revision bisect:

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

bsep@: can you take a look? the width on this dialog is right now but the vertical margin between the text and the button row is wrong, and I think you are working on fixing that across all dialogs.

Yeah I'm fixing the vertical alignment, it's covered under  bug 727520 . Marking as WontFix because the widths are correct.
