We should have a DUT health page served from cautotest

Instead of DUT health emails sent out once a day, we should have a DUT health page that shows every pool and it's health, along with a "balance pools" button.

It would also be nice to have a DUT details page for every DUT that shows the health/history of the DUT along with it's associated servo, USB stick, etc.

This is not going to happen, in the cautotest/ incarnation of the world; we aren't investing more than maintenance work in the old rpc and web service. It might make sense down the road as a separate service, in the Skylab model.
