Bookmark apps should launch as a window by default |

Issue descriptionBookmark apps currently launch as a tab by default which is a weird and clunky behavior. This bug tracks launching bookmark apps in an OS level window by default, which will provide better taskbar integration and more of an 'app-y feel'
