fast/table/backgr_border-table-column-group-collapsed-border.html fails on Win7 (dbg) bot

After https://chromium-review.googlesource.com/c/515606/ , fast/table/backgr_border-table-column-group-collapsed-border.html and virtual/mojo-loading/fast/table/backgr_border-table-column-group-collapsed-border.html began failing consistently on the Win7 (dbg) bot: https://build.chromium.org/p/chromium.webkit/builders/WebKit%20Win7%20%28dbg%29/builds/9966

The stdout reports this is an image diff.  However, the non-debug Win 7 bot passes.  I'm not sure why there would be a difference.

Never fix fast/table/backgr_border-table-column-group-collapsed-border.html on Win7 Debug

The test procudes a few invisible different pixels.
