What steps will reproduce the problem?
(1) Go to chrome://flags
(2) Turn on #translate-2016q2-ui
(3) Go to a page in a language different from UI and click on Translate

What is the expected result? Text is aligned across three states and icon appears in all consistently. 

What happens instead? The icon moves up by a pixel or two between the first and second state. And then the icon disappears between the second and third states even though the content is otherwise very similar. The text is misaligned as well. See the attached screenshot for an annotated image.
