Create intent to experiment for Observers

We will want:
 * close-to-spec-quality text.
 * "come out of implement phase w/ a full spec"
 * look at intent-to-experiment doc

What questions are we trying to answer?
 * Does this work for all use cases?
 * Is this efficient?
 * Do we need everything?

file a W3C TAG review request for IDB Observers before we do an I2E.

This is probably the best next step, and will give feedback on the API shape.
