Get QuirksManager working in mash

QuirksManager is used for hardware calibration. Chrome creates QuirksManager and ash makes use of it. This won't work in mash. We need to figure out the right way to get ash talking with QuirksManager in mash. It's possible this should move to mus too, but I'm not sure.

mash: don't try to use QuirksManager in mash

Chrome creates QuirksManager, so that when mash tries to access
QuirksManager we get a crash.
