image_to_vm should optionally create qcow2 output

Android Emulator's AVD use qcow2 images, not raw. We want to easily generate VM images compatible with AE.

Status: WontFix (was: Assigned)

Android Emulator actually uses qcow2 files backed by a raw image. That should rather be done when the AVD is created, not by image_to_vm.
