Search bar and google.com search results fail to load until socket pools are flushed

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Example URL:
www.google.com

Steps to reproduce the problem:
1. Use the browser for a while normally
2. Search using the search bar, try to open google.com, or try to search from an existing google results page

What is the expected behavior?
I get search results.

What went wrong?
The browser window does nothing. No page loads. It just sits there acting like its waiting for the page to load. Once this happens once, I am unable to load google.com or any search query in any tab. I can fix it by clicking "Flush socket pools" in chrome://net-internals/#sockets or by restarting the browser.

Chrome version: 58.0.3029.110  Channel: stable

I have a netlog. 

1. The issue started on a search for "farmers insurance terrible". 
2. I started logging.
3. I opened tabs and searched for "trying out a search", "trying out another search", and "nothing happens". 
4. I then tried opening "www.google.com".
5. I then flushed socket pools. 
6  I searched for "just flushed socket pools".

Components: -Internals>Network Internals>Network>QUIC
Tentatively sending over to QUIC. It looks like the google.com URL_REQUESTs get bound to QUIC_SESSIONs, and the QUIC_SESSIONS seem to be alive since they send ping packets every 15 seconds and get a response back, but otherwise no requests seem to get through until the socket pools are flushed.
