Determine in Payments Requests when connection is secure

This is a follow-up to this CL: https://chromium-review.googlesource.com/c/518247/

With the above CL when connection is secure the following UI is displayed for the user: a lock indicator and a corresponding "https://" where appropriate. The logic of determining when the connection is secure was not implemented for the above CL. Thus this logic needs to be implemented.
