Resource prefetch as style shows up as other in the Network panel

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Copy the testcase files into one folder that can be accessed from a webserver (Example is here: https://usrportage.de/playground/chrome-prefetch-css/)
2. Open dev tools
3. Access index.html
4. Check "Resources" tab
5. Click next link
6. Check resources tab again

What is the expected behavior?
style.css should be prefetched and stored as a CSS file

What went wrong?
First observation: style.css should be loaded as a CSS file, shows up as other
Second observation: File is not cached as CSS file so the prefetching, requesting next.html will load it again

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 58.0.3029.110  Channel: stable
OS Version: OS X 10.12.4

It looks like the caching behavior is fixed in 61.0.3117.0, still appears in the network tab as the wrong file type.

#3 - if this is unrelated to the Developer Tools, do you have a suggestion for a better component?

Not sure if Blink>Network is the right component but this doesn't sound like a DevTools>Network issue.

I'm a bit confused because I don't see "Resources" tab in devtools.

It was renamed since then and it is now called "Application".

But I think they meant Network and not Resources (or Application).
