Issue descriptionChrome Version:60.0.3112.10 (Official Build) 6b5d85b5c020605a8015e883af38cbd68eb759ce-refs/branch-heads/3112@{#73} OS : Windows (7,8,10), Linux (14.04 LTS), Mac(10.12.3, 10.11.6) What steps will reproduce the problem? 1. Launch chrome and navigate to https://www.laorigin.com/full-house-themes 2. Scroll down the page completely and Reload,Observe. Actual: Weird flickering of page is observed. Expected: Flickering should not be seen. This is regression issue, broken in ‘M 59’ and below is manual bisect info: Good build:59.0.3068.0(463475) Bad build:59.0.3069.0 (463921) Note: Issue is not seen on other browser like Firfox,Safari etc

Based on offline chat with Emil, There are lots of scrips running on the site, assume it is a site issue. Hence removing Release block stable for now, if you feel other ways please re-add the blocker label back.

Mark "Available" since this flicking is occurred even if there are no selection. It seems same thing is happened in issue 711366 case. My patch[1] mentioned in #c1 changes timing when UpdateStyleAndLayout() is called. Before my patch, Blink calls |UpdateStyleAndLayout()| at RenderWidget::WillBeginCompositorFrame() <= cc::ProxyMain::BeginMainFrame(). After my patch, Blink calls |UpdaetStyleAndLayout()| later, I'm not sure exact timing.
