Bisect fails with exception yet posted message contains results.

The result is 'NO Perf regression found' even though the regression is clear.

Logs show "failure_reason": "INFRA_FAILURE".

That's really strange, yeah checking the last bisect link the buildbot page clearly shows it failed with an exception and never even ran the tests, so where are those values coming from.

Closing this, on the verge of removing recipe bisect, doubt we'll ever look into this.
