Using Chromium with KDE-plasma does not offer the "download webpage completely" option

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/58.0.3029.110 Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Press Ctrl+S
2. A dialog will open, and there is only one option - the "HTML document"
3. Only the html page is downloaded; no images are downloaded, no javascript, etc.

What is the expected behavior?
The save-as dialog should allow the user to download a complete, offline version of the webpage

What went wrong?
There is no option "download webpage completely" on the save-as dialog.

Confirmed on openSUSE Leap 42.2 using Chrome 59.0.3071.86.

Ultimately, the issue is that we use the kdialog command to show the save dialog. This returns to us the filename selected, but not the filter type used.

On top of that, we currently look up the mime types to pass to the dialog rather than using our custom filters. Changing this is easy enough, but there is no easy way to get the filter type selected by the user.
