Include final state of properties in the recipe result proto

Historically completed buildbucket builds contain build properties at the time of build completion, e.g. result_details_json field in cr-buildbucket.appspot.com/b/8978007220269946448

to simplify the transition to LUCI, we may want to retain this protocol. Can we include all property values in the recipe result proto at the time of recipe execution completion ?
