Scroll bar no longer returns to previous position when cursor moves away from the bar

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1. Drag scroll bar with left- or middle-mouse button 2. Hold button and move cursor to the left What is the expected behavior? Past a certain threshold, the scroll bar should return to where it was before being dragged. Moving the cursor back into the threshold should realign the scroll bar with the cursor. What went wrong? The scroll bar stays in line with the cursor regardless of horizontal distance. Did this work before? Yes Chrome version: 58.0.3029.110 Channel: stable OS Version: Ubuntu MATE 16.04 Flash Version:

Tested the issue on Ubuntu 14.04 and ubuntu 16.04 using chrome stable m59 #59.0.3071.86 and M60 #60.0.3122.0 and issue is reproduced. Issue is a regression issue broken in M56 and is reproduced only in linux. Using the per-revision bisect providing the bisect results, Good build: 56.0.2922.0(Revision: 432511). Bad build: 56.0.2924.0(Revision: 433059). You are probably looking for a change made after 432554 (known good), but no later than 432567 (first known bad).
