[MD Bookmarks] Right bookmark list background is not completely white

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3116.0 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://bookmarks (MD Bookmarks enabled)
2. Use [Tab]+[Up]/[Down] in left panel to switch to a folder with less bookmarks
3. Use [Tab]+[Up]/[Down] in left panel to switch to a folder with more bookmarks

What is the expected behavior?
Right bookmark list's background is always completely white.

What went wrong?
In step 3, right bookmark list's background sometimes is only partially white.

Did this work before? N/A 

Chrome version: 61.0.3116.0  Channel: canary

Unable to reproduce this issue on Windows 10 with chrome #61.0.3122.0, followed the steps as mentioned in the comment #0

Didn't observe any partially white layout while moving between the bookmark folders.

Attaching the screen-cast for reference.

loorongjie@ Could you re-try the same scenario on clean profile with no apps/extensions and let us know your observations.

Still seeing this in Chrome 61.0.3122.0.

1. Export bookmarks to HTML file.
2. Create a new Chrome profile.
3. Import bookmarks from HTML file.
4. Use [Tab]+[Up]/[Down] in left panel to switch from first folder to last folder then to first folder and repeat.

Attaching screencast and chrome://gpu page.

I am sending you my exported bookmarks HTML file privately via email.

This issue not longer presents in Chrome 61.0.3127.0.
And this issue re-surface in Chrome 61.0.3128.0.
Also, just by opening developer tools, the issue vanishes in Chrome 61.0.3128.0.

I think the bug lies on Polymer's <iron-list>. 

1. Closed developer tools.
2. Keep switching folders until issue arises.
3. Open developer tools > Element tab.
4. Expand until <iron-list id="bookmarksCard"> is expanded.
5. Hover over <iron-list id="bookmarksCard"> in developer tool. In the WebUI, only the white area is highlighted which suggests <iron-list>.style.height is not updated correctly.
6. Switch to "Computed", check "Show all" in filter and find the value of "height". The value is too small.
8. In WebUI, randomly click and scroll to trigger update. White background fully rendered. <iron-list>.style.height is updated with correct value.
I have been testing 4 recent Canary builds consecutively and the issue simply did not arise anymore. Please close this bug.
Status: WontFix (was: Unconfirmed)
