Significant increase in content_browsertests runtime on Lollipop Phone Tester |

Issue descriptionLate last week, content_browsertests run time on Lollipop Phone Tester jumped significantly, with the 10th percentile jumping from 10 to 16+ minutes, the median jumping from ~12 to 17 minutes, and the 90th percentile jumping from 18 to 20 minutes, the hard cap for that suite on that bot.

I am typically reticent to bump timeouts, as people (myself included) are liable to let them stay in their elevated state, but I suppose it's better than persistently flaking.
