Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9460.50.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.71 Safari/537.36 Platform: 9460.50.0 (Official Build) beta-channel samus Steps to reproduce the problem: 1. set ExtensionAllowedTypes to empty 2. set ExtensionInstallForcelist to include an extension 3. login to managed account What is the expected behavior? The force installed application should be installed What went wrong? extension was not installed due to ExtensionAllowedType not permitting any force installed apps/extensions from being installed Did this work before? N/A Chrome version: 59.0.3071.71 Channel: beta OS Version: 9460.50.0 Flash Version: 26.0.0.102 Anything that is Force Installed by an administrator, either by GPO or through a cloud policy, should be installed in spite of other settings. This would be similar to the current behavior of the Permitted Apps/Extensions list and the Force Installed Extensions list.

The new "ExtensionSettings" also blocks force installed extensions - though that may need to be a new Report. https://www.chromium.org/administrators/policy-list-3#ExtensionSettings
