Alerts for test failures appear to only be surfaced in SoM at the step level, not the test level, even for steps that appear to emit sufficient test failure information.

e.g., https://uberchromegw.corp.google.com/i/chromium.linux/builders/Android%20Tests/builds/42292 produced "chrome_public_test_apk has failed", resurfacing a previous alert w/ comments for what appear to have been unrelated test failures in the same suite.
