video corrupt on a few frames on MP4 video

Issue description

Chrome Version: 60.0.3112.7
OS: all

This behavior is not observed before. This seems more like a composition bug.
xhwang@, can you confirm and assign to composition dev?

What steps will reproduce the problem?
(1) navigate to https://ats.sandbox.google.com/static/chrome_test_app/index.html
(2) play L3_audio_L3_video.mp4.mpd
(3) notice at around 0:04~0.05 timestamp, the video frame corrupt, 

What is the expected result?
smooth video frame

What happens instead?
on 0:04 and 0.05 timestamp, video frame corrupt

Summary: video corrupt on a few frames on MP4 video (was: video corrupt on a few frames on widevine MP4 video)
give to compositing team. This is observed on both encrypted and clearkey video so it is not a EME specific issue.

Is there a specific OS here to repro on?

yiningc@ can you provide a non-eme repro link? xhwang@ could this just be an issue with the cdm?

It can be reproed using clear key CDM by following the repro step, but add an additional step:
(1.5) Choose org.w3.clearkey in "Key system".

See the attached screenshot for the "corrupted" frame.

Since we can repro the same "issue" with both the codec in the CDM, and FFmpegVideoDecoder, I feel it's an encoding issue.

Also, I don't think this has anything to do with compositing.

Yeah generally this happens when keyframes are marked incorrectly and we end up seeking to a non-keyframe.
Status: WontFix (was: Available)
Mark as wontfix then.
